Instagram, from when it first started has mostly been into adding more features for the only platform it was supported on.
They've increased the number of filters they've had, added tilt focus and improved sharing methods like adding hashtag support and location data to pictures. Of course, the company's goal is to make money at the end of the day and moving over to Android is a smart move. Their focus is to build up the network for advertisers, they have plans to include ads in the free app, so of course, adding more users is crucial. Shifting their focus from building the app up to adapting to a different platform makes sense. Android users, are you excited about finally using Instagram? Or are you happy with PicPlz?
